Engineering Manager-Mechanical Equipment & Systems

Requirements:


• Posses a degree in mechanical/chemical engineering or equivalent professional engineering qualification

• Minimum ten (10) years working experience in power plant engineering and design with at least three (3) years of experience in managing an engineering & design team.

• Have “hands-on” experience in the power plant engineering and design in water/steam cycle and mechanical balance of plant systems & equipment

• Self motivated with a proactive attitude

• Excellent management and communication skills

• Good command of written and spoken English



Job Responsibilities:

• Responsible for supporting the Group Leaders to secure the on-time, correct and complete delivery of the project engineering results.

• Supervise the Group Leaders in the execution of projects and tender support.

• Ensure that the processes, procedures, design rules and application of tools are applied.

• Identify the resources needed (employees, skills, sub-contractors) and manage the allocation of workload

• Secure feedback from executed projects and implement corrective actions

• Ensure that the design of the Engineering function is according to the applicable rules, regulations codes and standards and according to good engineering practise especially with regard to Environmental aspects and Health & Safety of Site Personal, Operators, Maintenance personnel and third parties.

• Secure the efficient and effective application of Engineering Methods and Engineering Information Systems

• Coordinate with the Project Engineering Manager to secure the timely issuance of project engineering documentation for the project.

• Ensure leadership and motivation by establishing an open and broad communication of the principles, objectives, targets and processes including the feedback communication

Engineering Manager-Arrangement Design & Piping

Requirements:

POSITION PURPOSE

To achieve the above purpose, the position should spend quality management time on the different facilities and departments concerned. It should be understood that events or incidents that cause generation losses on any of the delegated facilities should be given preferential attention by the position.


POSITION DIMENSIONS:


Key Activities and Primary Outcomes

1. Workforce Management:

• Ensures sustainable operation by matching manpower to the business needs, develops skills and capabilities to meet the current and future needs of the business;

• Manages performance of personnel, plant and processes to attain business targets, and implements corrective action when performance targets are not achieved;

• Develops and maintains organizational culture of excellent performance, competence, and teamwork

• Provides leadership and direction for the Operations and Maintenance personnel and the other support departments under the position.

• Conducts training needs analysis and ensures implementation of identified trainings
2. Safety & Emergency Response Capability:

• Provides leadership and support for the staff; implements/monitors safety practices and recognizes good safety and health performances. Ensures that all accidents are thoroughly investigated; root causes determined and corrective actions implemented to prevent recurrence.

• Identifies/Analyzes threats to the operations; develops and implements emergency responses to ensure that risks are managed and mitigated;

• Develops and implements risk management plans to reduce the threats to the operation and to manage the resumption of business should the threat event occur.
3. Inventory, Supply, and Logistics

• Ensures the implementation of competent systems for managing vendors, service providers, purchasing of goods and materials, and stock inventories.

• Ensures availability and accessibility to appropriate tools, equipment, transportation and services to sustain the operation of the plant;

• Provides appropriate office and accommodation facilities at the plant sites to maintain personnel productivity and comfort;

• Ensures the installation and operation of competent communication and business computing systems to maintain the productivity and effectiveness of the staff.

• Ensures efficient spare parts management system at the plants.
4. Maintenance Management

• Formulates Company Wide Maintenance Policy.

• Develops maintenance programs that provides full control of the plant performance and delivers the industry standard plant availability and reliability that leads to the attainment of the strategic plan objectives and needs of the business.

• Develops professional maintenance capabilities and qualifications of the workforce to ensure sustainability and development of the maintenance function;

• Adopts recognized analysis tools/methodologies and formal analysis techniques to ensure failures are engineered-out and maintenance practices continuously improved.

• Deploys and properly implements CMMS in all the plants
5. Planning and Deployment

• Identifies strategic action plans in line with the strategic objectives of the Company. Implements action plans based on agreed target schedules to increase capability of the assets within the term of the cooperation period.

• Develops risk management culture and risk management plan that has a business-wide focus to minimize the effects of threats to the operation of the plants and other related facilities.

• Adopts formal planning tools and develops application capabilities to ensure that the ongoing operation of the business is known and within control.
6. Plant Operating and Dispatch

• Generates at maximum level by utilizing available water, without wastage/spillage; maximize the energy production and hence the revenue stream.

• Ensures that operating procedures are fully documented (manuals, instructions and procedures are in place) to serve as guide for the safe, repeatable and manageable operation of the generation assets.

• Maximize the deployment and use of the SCADA in properly monitoring plant performances; establish plant parameter trends for useful analysis

• Develops capabilities of the maintenance staff to competently operate the facility and ensures sufficient redundant capabilities to man and operate the station.

• Ensures that Plant is operated, dispatched, and data are logged in accordance with the PPA and Client requirements. Maintains a productive relationship with NPC as well as PSALM, PEMC, DLPC and other Clients.
7. Data Management

• Designs/Implements a library and a filing management system to ensure that all hard copies of drawings, manuals, reports, documents are accessible for future review and analysis;

• Ensures that changes and mark-ups in the management systems for controlled documents are managed and reflects the current status of the plant.

• Ensures that management and archiving systems for electronic data and media are stored without corruption, in a retrievable format and catalogued for easy retrieval in the future.

8. Improvement

 Adopts formal methodologies for investigating root causes of issues (including RCA, RCM, etc.); develops application capabilities and establishes a culture where all faults and failures in plant, systems, and processes are fully analyzed; deploys robust corrective action to prevent the deficient conditions recurring;

• Defines objectives for improvements and monitors actual accomplishments

• Incorporates the principles of quality management (including TQM, ISO 9001, etc) into the operation to drive continuous improvement in all aspects of the operation.

• Encourages the development of Quality Improvement projects through out the organization to improve generation, work practices and reduction of operations and maintenance costs.


9. Work Control Systems

• Adopts and maintains work management and control systems to ensure the safe, efficient, and controlled operation of the facilities.


10. Community and Client Relationship Management

• Implements and manages approved community assistance programs

• Establish/Maintains good relationships with the community and the local government unit officials and other government agencies

• Maintains cooperation and interaction with local law enforcement bodies

• Maintains healthy relationships with management and fields levels of NPC, PSALM, PEMC, PHILEX and other Clients.


11. Permitting, Compliance and Monitoring

• Implements a system for managing business permits, licenses, and software licenses

• Ensures compliance with legislated monitoring and reporting requirements.

• Develops programs to ensure compliance with ECC and PPA obligations.

• Maintains the registrations of all licensing and monitoring bodies; maintains relationship with contacts.

• Ensures MOAs with the different parties concerned are complied with.
